The aim of this research is to design and implement a Commerce Management system for Delta State Government in order to:
✓ Collaborate More Effectively: Save time and build a better budget by collaborating across departments and Government approved agencies with an integrated cloud-based solution. Send and receive Tax Revenues, collaborative budget proposals, track performance on strategic yearly objectives, comment on key reports, and engage with colleagues across multiple teams.
✓ Improve Decision-Making: Visualize trends and model the impact of revenue collections, forecast results of budget changes, providing the needed context for tax collection decisions. Transform complex financial and performance data into actionable insights and have the answers you need at your fingertips.
✓ Save Time: Easily process revenue collection, gain information and data on designated Tax Identification Numbers. Enable finance staffs and revenue collection administrators to carry out his/her duties in real time through a simple and intuitive user interface. Quickly create dashboards that are printer-friendly by default to streamline meetings and reduce cumbersome manual extracts.

The low level of tax compliance can be attributed to a number of factors including incoherent fiscal policies, the cumbersome and inefficient tax administration system, high level of tax evasion, ambiguities in the tax laws and lack of transparency regarding the utilization of tax revenue for social services and visible development. At a recent tax stakeholder forum organized by PwC, they conducted a survey to find out why many Nigerians do not pay tax. The result was insightful but not surprising. 70% said it is because people cannot see taxpayer money at work, 22.5% said it was due to the tax rules that are unclear and compliance process being too complex while 7.5% said it is due to poor enforcement by tax authorities. Interestingly no one thought it was due to the people being too poor or not being aware. Understandably the survey result could have been different if it was conducted outside Lagos but largely the top 3 factors would have nonetheless remained the same. In the area of tax administration, most developed countries have recorded significant mileage in tax collection by automation and leveraging appropriate applications to identify tax payers and also obtain financial information; and ensure taxes are paid to the treasury.
This has led to increase in the level of tax compliance and ultimately, tax collection, increase in delivery of social services, greater transparency and better accountability. No doubt, tax authorities have to take certain “baby steps” to automate and engage technology and its applications in the tax administrative process. Examples of such “baby step initiatives” beneficial to the administration include:

✓ Increase accuracy of stored data and ensuring proper accountability.
✓ Maximizing the effectiveness at the lowest possible cost.
✓ Provide information timely for effective management, planning and control.
✓ The achievement of the above aims and objective will surely highlight the importance of this study. It will be a breakthrough in the management of loan.

Given the level of indiscipline and corruption in Nigeria, any business that has to do with credits is potentially risky.
